UK heat pump market has weathered Covid-19 challenges. Coherent policy support is now needed to unlock its full potential.

BSRIA has released its latest global heat pump market reports, including the eagerly awaited report on the status of the UK heat pump market.

Last spring, deep uncertainty set in across the markets as lockdowns in many countries disrupted trading. There was fear within the heat pump industry of a significant slowdown in what had previously shown dynamic market growth.

Indeed, the global heat pump market posted a decrease of 1.5% in 2020. However, performance varied across regions: with 12% market growth year-on-year, Europe has been at the forefront; the UK also saw positive development with heat pump sales increasing by 9.2% in 2020.  

Green Homes Grant

UK heat pump market sales were helped by the RHI and the Green Homes Grant scheme in 2020. The latter has proven to be important for the market, which has seen sustained growth in the refurbishment segment despite the number of installations in new buildings stalling due to the lower level of new home completions.

However, heat pump installation still represents a major challenge in existing homes. The ongoing review of Part L and Part F of building regulations offer hope that refurbishments in homes and buildings will be conceived with low carbon heating in mind, but the review’s outcomes are yet to become a legal requirement.

Moreover, even though there is market potential for a higher number of heat pump installations in existing homes, the government has, so far, been unable to unlock it. The Saturday 27th March announcement of the closing of the Green Home Grant scheme to new applicants by 31st March 2021 has been yet another example of the disappointing approach to deployment of energy efficiency measures and heat pumps.

UK heat pump market: Achieving a net zero carbon economy

Heat pumps are among the technologies the government has identified as key to achieving a net zero carbon economy by 2050. The Prime Minister’s 10 Point Plan for the UK Green Industrial Revolution includes the target to deploy 600,000 heat pumps a year by 2028.

The UK saw around 37,000 heat pumps sold in 2020. The extra £300 million in funding, moved from the soon-to-be defunct Green Homes Grant to local authorities to enable energy efficiency upgrades for lower income households, may bring additional installations. But even if all 30,000 applicable homes were fitted with heat pumps, the numbers are insufficient to sustain hope of reaching the PM’s ambitious target.. There is potential for more heat pump installations in existing homes, and the interest in heat pumps is growing among home and building owners. The heat pump industry is also working at full speed to deliver innovative products that respond to end-user expectations and environmental challenges.

HVAC industry skills gap

However, unless demand from existing homes and buildings is unlocked at full scale, and until real attention is paid to the sufficient availability of a skilled workforce, the heat pump market will struggle to see the acceleration needed to reach the government target and make a difference in the level of carbon emissions from UK homes and buildings.

Coherent policy and financial support are needed to match the readiness to act on both industry and consumer sides. Integration of heat pumps in a home or a commercial building requires a holistic approach where design and affordability should be considered to deliver carbon savings, cost savings and a healthy and comfortable environment.

“Clean Energy Revolution” puts building and product standards back on the Federal agenda

The inauguration of the new President-elect, Joe Biden, marks the start of a period that could bring a substantial shift in US building-related markets. Air conditioning, heating, ventilation and controls are likely to face requirements from policy and market demand that will change dynamics in several segments.

Net Zero Emissions

With the President-elect’s Clean Energy Revolution announced during the campaign, the federal green agenda is set to make a strong comeback. President Biden signalled his intention to re-join the Paris Agreement, notably on the first day of his presidency, and outlined a national goal of net-zero emissions across the economy by 2050. Although less ambitious than the progressive Green New Deal target (net-zero emissions by 2030), with Congress now on his side he can venture putting his intention into law.

The President has promised a nearly USD 2 trillion investment plan, much of which is due to support green initiatives. He also promised to work towards achieving decarbonised electricity by 2035. Although during the campaign he was careful not to promote the ban of gas and oil fracking, his Clean Energy Revolution includes plans to improve energy efficiency in buildings and houses, and promises high investment in R&D related to zero carbon technologies to produce cutting-edge equipment for internal markets and export.

Even if not all of it might come to fruition, there is certainly a significant change of direction ahead in all industry sectors, including energy and HVAC in buildings.

HVAC Industry

During the Trump presidency, the federal government kept progress in energy efficiency standards for appliances and equipment at a low level. This has been countered by initiatives in several states, like California, Vermont, Washington, Colorado Texas and Hawaii, which have been setting their own efficiency standards for a variety of products. Federal standards nevertheless cover a wide range of HVAC products. Hence, the re-activation of ambitious federal efficiency programs will be important for industry and consumers.

California will likely increase its influence on federal decision making, not only as Kamala Harris’ home state, but because of its leading set of environmental regulations and standards. Its Title 24 Building Standards Code that sets requirements for “energy conservation, green design, construction and maintenance, fire and life safety, and accessibility” that apply to the “structural, mechanical, electrical, and plumbing systems” in buildings might provide a template for wider adoption. The experience the state is gathering on the application of a variety of solar and heat pump combinations can support the uptake of these technologies on a larger scale.

Green Agenda

With the push towards energy efficiency in buildings, technologies that support their smart operation are likely to see dynamic uptake. Currently, smart buildings represent a niche market across the US, with just some cities in the North-East, Texas or California seeing their increased emergence. They usually belong to corporations who are keen to emphasise their green credentials, aspiring to achieve high sustainability certificates through building sustainability assessments like LEED or WELL.

The impact of the federal policy change on the building HVAC and controls market will not be instant, but waiting for it to become obvious might have serious consequences for market players.  The unfolding of the green agenda by the federal government will strengthen ongoing efforts of market stakeholders and demand from consumers as environmental awareness creates favourable conditions for the shift towards efficient, environmentally friendly products.

Construction Leadership Council – study into labour markets & off-site

Exciting times: leading on from BSRIA’s press statement issued on 3rd February: the Construction Leadership Council (CLC) has been asked to undertake a “major” labour market study by skills minister Nick Boles MP and housing minister Brandon Lewis MP.

The CLC has invited Mark Farmer of Cast Consultancy (formerly Arcadis) to lead the study, culminating in a report for CLC’s consideration in the spring. It will both: reflect on the impact of the current “labour model” in construction and make recommendations for action by the industry and government to help overcome constraints on skills development and the sector’s capacity to deliver new homes and infrastructure.

In particular, ministers want to know whether there are structural issues and risks that diminish long-term incentives for smaller subcontractors, who employ the largest part of the sectors workforce, to invest in training.

As I said earlier this month: BSRIA is very much supportive of this commission and consultation and, on behalf of the industry and our members, wishes to be involved every step of the way. Such commission hasn’t come a day too late, especially with rising demand especially, but not only, in the house building sector.

Alternative delivery methods – such as off-site – with a fresh skills base and capacity to bring new entrants to home building supply chains signifies a “shifting focus”.

 The consultation requests:

  • Evidence of how the construction labour model and recruitment practices impact on incentives for skills development in the sector (including in the supply chain) and on the introduction of more novel techniques such as off-site construction.

Evidence on how the current model works – including:

  • What business models and other arrangements could better support skills and skills pipelines in the sector?
  • What measures could improve wider incentives for capacity investment and the introduction of new ways of working?
  • What are the barriers and enablers to greater use of off-site construction?
  • How could the range of participants in the UK housing market be broadened, including through the better introduction of institutional funds?

So, I urge “one and all” to take a few minutes to put “comment to keyboard” for this crucial study. Remember: little can change without your expert opinions!

COP 21 – Success or Failure

Well, we have a climate change agreement for 2020 and beyond in the Paris Accord, approved this weekend.  But is this an adequate level of progress needed to seriously tackle the problem of climate change?  Compared to 6 years ago and the utter failure in Copenhagen, first glance suggests yes, but it’s not perfect.

Two weeks ago leaders from around the world gathered for probably the most important and significant international government conferences of our time, COP21. Prior to these talks, Non-Governmental Organisations (NGO’s), campaigning organisations, environmentalists and individuals from all over the world took to the streets to protest and generate an atmosphere of urgency for a strong positive agreement to be achieved.

COP21 started with an inspiring speech of HRH Prince of Wales calling to arms the politicians of the world to take responsibility and deliver an agreement that will start the progress to reduced CO2 emissions and planetary stability. “On an increasingly crowded planet, humanity faces many threats, but none is greater than climate change. It magnifies every hazard and tension of our existence… It threatens our ability to feed ourselves, to remain healthy, and safe from extreme weather, to manage the natural resources that support our economies, and avert the humanitarian disaster of mass migration and increasing conflict.”

This was followed by leaders of each country all making the same points, using strong rhetoric, all pointing out the obvious and what the informed already know.  The rhetoric from the politicians had a passion and sincerity on a level that I had not heard before.  Could Paris and COP21 be the success the world and its people need it to be?

Barack Obama, a driving force in these discussions, determined to leave behind a Presidential legacy before he steps down, not worried about re-election stated “the future is on that we have the power to change – right here, right now… One of the enemies we will be fighting is cynicism – the notion that we can’t do anything about climate change” urging a “common purpose [for a] world that is not marked by conflict but by co-operation”, concluding “Lets go to work.”

One of the few blemishes being David Cameron stating, “what would we say to our grandchildren if we failed. We would have to say it was too difficult, they would reply, well what was so difficult?… How can we argue that it’s difficult when in London alone there’s 5 trillion of funds under management and we haven’t already begun to generate the private finance that is possible to help tackle climate change?”

Highly contentious in my view, as it is him and his government that are cutting financial support for clean and renewable energy and instead pushing for shale gas fracking with a very questionable UK energy policy.

Following the opening day, the media lost interest and there was practically no coverage in the mainstream media during the 2 weeks of discussions.  However, from what was available, it was clear there was a hive of activity between the main discussions, informal meetings and fringe campaigns that appear to have been running 24/7. Such is the complexity over agreement of document text, working groups were giving paragraphs to negotiate with each country.

From the start, the French leadership were doing their job perfectly, they communicated a sense of direct urgency and urged the UN to deliver an approved agreement.  In the latter part of  the second week the ‘High Ambition Coalition’ represented, a group of 100 countries, who have been working in the wings secretly for half a year. They helped to push policy agreements through late in the day and on Saturday the world finally got to hear what was agreed.

Not only a commitment to limit global warming to 2oC change, but also to aim to reduce it further to 1.5oC.  This is highly ambitious, yet committed unilateral agreed target., seeing as the world is already heading to a 1oC degree increase in global temperature, limiting it by another half a degree is some target to have agreed.

There are a few challenges with this target, and where the Paris Accord shows cracks, there is no time frame except for ‘second half of the century’ and there are no real mechanisms agreed to ensure delivery of this target, just a promise.  But this is a start, to seriously tackle climate change and hopefully the beginning of releasing the world from its fossil fuel addition.

The agreement includes a legally binding 5-year review of countries targets, and the ability for them to improve their objectives to work towards a low carbon future.   However, 5 years is a long time, long enough for the world leaders not to be in power next time around and be held accountable.  Considering the target of 1.5 degrees, this time frame is not feasible, the reviews are important and are legally binding but should have been annually or every 2 years to ensure targets and commitments are being delivered in a time frame that will actually limit temperature increases. Additionally, how will this be policed and by whom to ensure accountability by nations?

It is also worth noting that the terms ‘fossil fuels’, ‘oil’, ‘coal’, and ‘gas’ do not appear once in the text of the Paris Accord. It looks like corporate lobbying has played a part in the delivery of this final text, which is a real shame as the document should of at least acknowledged the link between the use of these finite resources, their link to GHG emissions and climate change.

Developing countries already receiving financial aid for assisting them with the effects of climate change, all feel they need further support from the countries already causing climate change and in many cases rightly so. This was a contentious area in the negotiations and Saudi Arabia caused a lot of problems due to their economy largely dependent on oil.  But none the less, an agreement of $100bn base line annual aid would be made available.  Many NGOs and commentators believe this to be a significant failure in the process as more help is needed from the developing world to mitigate the effects as well as evolve their economies to the new low carbon energy infrastructure needed.

Listening to the French Foreign Minister Laurent Fabius, their Prime Minister, Francois Hollande, and head of UN, Ban Ki-moon speaking on Saturday morning was for me emotional, are we on the brink something truly incredible as they would have us believe or is the Paris Accord another ‘empty promise’ with no substance to actually deliver?  In the hours and days that have passed, I have had time to reflect and take it all in, I am optimistic and definitely more positive about the international political landscape in this area than I have been for a number of years.  COP21 has managed to get an agreement from nearly 200 countries and this should be applauded long with the target and legally binding reviews.

As Ban Ki-Moon stated, there had to be compromise, no one got 100% of what each country wanted at the start of the negotiations.  I think this is also true from the environmental campaigning, activist and NGO perspective with the agreement not delivering on a level that many believe is required, not going in to detail on how targets would be achieved and not committing enough to help those who will suffer first and most with the effects of climate change.

Wholesale system change doesn’t happen over night, we know this and I believe no matter what would have been agreed in Paris, to many, myself included, it would not have been enough and open for criticism.

Expectation is high and its easy to pick holes in the agreement.  What needs to done, is to reflect and look at the outcomes differently – There is an agreement approved, there is a target agreed, there are legally binding elements and there is some financial aid. I would of taken that 2 weeks ago and I think many others would.

Paris and COP 21 is not the end of the road when it comes to climate change, it is the beginning of the next part of our worlds environmental and climate journey.  The targets are in place, the leadership of the world is agreed that limiting GHG emissions is critical to success.  In fact just 24 hours after COP 21, the UK governments energy policy is already being scrutinised by politicians and media, an early indication of positivity from the Paris talks.

It is now up to us, the environmentalists, the activist and the environmentally considered to continue to drive for delivery against promises, hold those who fail to account and keep on the pressure to those who stand in the way of climate revolution, at the same time, applaud and celebrate where there have been successes and victories. The optimist in me tells me that Paris and COP21 was one of those victories and successes. So let’s embrace it and make it work for our future and the planet.

The Building Services/Engineering ‘BIM Readiness’ Survey

BECA_strapSRIA is delighted to be supporting a sector-wide BIM survey which has been launched by the Electrical Contractors’ Association (ECA), alongside the Chartered Institution of Building Services Engineers (CIBSE) and Building, the UK’s leading magazine for construction professionals.

The new study will explore the readiness of the building services sector to engage with BIM within the next six to 12 months. The survey is also supported by other leading players in the sector, including the British Electrotechnical and Allied Manufacturers’ Association (BEAMA).

The investigation is expected to reveal crucial information about how prepared the sector is to adopt ‘BIM Level 2’ practice, noting the government requirement for BIM Level 2 engagement with centrally procured contracts during 2016.

BSRIA’s Principal Consultant and BIM specialist, John Sands, commented:

“With the implementation of the UK Government’s Level 2 BIM mandate just a few months away, the building services industry should be in a position to make the most of the opportunities it will present. This survey will help us all to identify where we are in the BIM journey, and to enable us to plan the way forward to BIM maturity.”

ECA Director of Business Services, Paul Reeve, said:

“This sector-wide survey will provide much needed and very timely information on how ready the building services sector is to engage with BIM as we approach the 2016 government deadline.

We urge all building services companies to take part in the new survey, and we will be sharing the data with the industry, the Government and other stakeholders when the results are in during September 2015.”

CIBSE Technical Director, Hywel Davies, added:

“Government is committed to using BIM to improve its management and operation of buildings and infrastructure. Mechanical, electrical and plumbing services are all critical to the effective operation of buildings. Our sector is involved in the operational life and performance of built assets, not just the design and delivery. This survey is important for our sector to understand how well prepared we are for BIM.”

The BIM study will run until September 15.

BSRIA BIM Network event review – Delivering the Level 2 BIM tools

John Sands blog 1BSRIA’s BIM Network focusses on bringing particular issues around BIM to its members in an informal environment.  As part of this mission, it has previously held two events specifically looking at the Innovate UK (formerly Technology Strategy Board) competition to provide the missing Level 2 BIM components – the digital plan of work (dPoW) and the classification system, all wrapped up in a user-friendly on-line tool.

The competition was won by RIBA Enterprises, with a team including NBS, BIM Academy, BDP, Laing O’Rourke, Microsoft, Mott MacDonald and Newcastle University.  The period of the initial delivery phase was six months with a due date of mid-April.

This topic was first looked at in the Network in February 2014 when the competition was about to be launched, and a second event in September reported on progress and the outcome from the second stage of tendering.

The latest event, held on 21st April 2015, was timed to follow hot on the heels of the launch by RIBA Enterprises.  As it turned out, a beta version was the subject of a ‘soft’ launch, made at the BIM Show Live on the 8th April, with the ‘hard’ launch now planned for some time in June.  The contract calls for RIBA Enterprises to ‘maintain’ the product (known as the BIM Toolkit – but more about the title later) for five years so development is expected to continue.

Almost thirty people attended the half day event, and represented a wide cross section of the built environment industry with designers, constructors, manufacturers and utilities suppliers all taking part.

The format for the event was very simple, with the aim being to give as much time for debate as possible.  Following a brief introduction from the chairman, Rob Manning from the Government’s BIS BIM Task Group gave a presentation describing the background to the UK Government’s Level 2 BIM requirement, and to the Innovate UK competition.

John Sands 2Rob’s presentation ran through eight key themes, all seen as vital to enabling effective Level 2 BIM:

  1. The Level 2 BIM journey
  2. Consistent work stages
  3. The Employer’s role
  4. Innovate UK project – A digital tool for building information modelling
  5. Digital Plan of Work
  6. Classification
  7. Validation tool
  8. Multi mode access

The first three items demonstrated the need for BIM Toolkit, and the remaining topics explained the requirement contained within the Innovate UK competition.

Sarah Delany of RIBA Enterprises then gave a presentation on the Toolkit, giving some background to the project from RIBA Enterprises’ perspective, and demonstrating its main features.  The presentation looked at the various features of the Toolkit, against the backdrop of the project phases identified in PAS 1192-3:2013:

  • Assessment and need
  • Procurement
  • Post-contract award and mobilisation
  • Production
  • Following hand-over then “in-use”

The BIM Toolkit is a project-based tool.  As well as the usual project information, the tool lets the user input data and assign roles at each stage of the project (the RIBA 2013 Plan of Work is used).  Certain key themes are displayed in the pane on the left hand side (see red box in the image below) which can be completed for each stage.

John Sands 3The Toolkit also incorporates a classification structure (Uniclass 2015), and a data validation facility, although these weren’t included in the presentation.

There was a lot of information to take on board and the coffee break after the last of the presentations was welcomed by all.  It also gave the audience a chance to collect their thoughts and frame some telling questions.

As was expected, the questions were wide-ranging, from how the tool affected what information manufacturers were expected to produce, to how the tool was intended to be used.  This latter enquiry highlighted a key aspect of the tool, which had previously been misunderstood – at least by us.  One of the MEP constructors asked if the tool was meant to be hosted in the project environment, where all members of the team would be able to see it.  Rob Manning’s response was that the tool was meant to be used by the client, who would then export it into another environment for use by the project team if required.  The same person then asked if it was in fact a tool for the client and Rob Manning said that was indeed the case. We must admit that at that point we were struggling to see the collaborative element of the Toolkit.

The name of the tool also raised some questions.  Given that it was for the use of the client, someone asked if the name of Toolkit was perhaps not as helpful as it could be.  Rob Manning said in response that perhaps the name may need to be reconsidered.  Someone in the audience suggested that EIR Writing Tool or Briefing Tool may be more appropriate.

BSRIA is considering holding a similar event in early June.  This will give the industry another opportunity to ask questions once they have had a chance to look at the Toolkit in more detail, and consider how it relates to their working environment.  This will also act as useful feedback to RIBA Enterprises at the end of the beta testing period and help to shape the new release, currently due sometime in June.  In the meantime, BSRIA agreed to take any comments attendees may have between now and June and feed them back to RIBA Enterprises.

In summary, it was good to see the BIM Toolkit and to hear the Government client’s aspirations.  Also, it is worth bearing in mind how much has been achieved in such a short space of time.  However, we think that there is a lot of work still to be done to get the beta version to what was intended in the original competition brief.  It will be interesting to see how the June release has progressed.

Betting on the general election? Think again

There are number of ways of predicting the outcome of the general election and an equal number of ways of being wildly incorrect. Bookmakers across the land are considering the 7th May to be a field day equal only to the Grand National in terms of punter cash finding its way through the betting shop door and not finding its way out again.

The one thing that seems sure is that the outcome is likely to be uncertain with both a three way coalition and a rerun of the election in the Autumn both being seen as possibilities.  So, where does that leave construction and building services?

Just as education and the health service are perennials in political manifestos so construction has some constant themes. Although construction rarely makes front page news there are a number of issues that seem likely to make the political headlines. Maybe for reasons of one-upmanship, as in who is promising to build the most houses? It’s the Liberal Democrats, since you ask; who are promising 300,000 new houses a year and an assurance that they’ll all be energy efficient. Or the startling alignment and collaboration between the three main political parties who are promising to work together on climate change, which in itself is surely not a bad thing?

But what of the perennials that effect construction?

Representation at senior levels seemed threatened at one point by questions being asked about the continuation of the role of Chief Construction Advisor, this is now resolved at least for the next two years. However other things are less easy to solve – the impending skills shortage, the delivery of low carbon retrofit and the lurking influence of increasing devolution will all play their part. As will continuing pressure on late payment practices, poor treatment of supply chain and the weakening of centrally funded research programmes.

The uncertainty caused by the impending election has been felt in the slackening of demand for construction since the turn of the year, the recent results of our quarterly consultants survey suggested that there has been a halt in new work as we wait for a new government. This has also been seen in a reduction in the immediate pre-election period of house building starts just at a time when we need to be addressing the national shortfall.

So back to my punt at the bookies, I think I will put my money back in my pocket and find something more predictable to spend it on, maybe something in preparation for the barbeque summer?

As a Local Authority employee I am well aware of the push for both savings and value for money, it is therefore reassuring to see the importance the Government is affording their version of ‘Soft Landings’.

The Cabinet Office sees soft landings as the ‘golden thread’ of BIM, rather than a delivery tool, and is looking for three key benefits from its implementation, those being; Improved Environmental Performance, Improved Financial Performance and Improved Functionality and Effectiveness.

The Government’s Soft Landings policy drawn up in September 2012 recognised that ‘The ongoing maintenance and operational cost of a building during its lifecycle far outweighs the original capital cost of construction, and GSL identifies the need for this to be recognised through early engagement in the design process.

To help the development of GSL a stewardship group was formed to which all government departments and agencies were invited. This group generally meets quarterly with around twenty department and agencies represented. It seeks to update the GSL implementation progress across departments, develop training ideas and determine ways of measuring the benefits that could be gained from the process.

GSL has been the archetypal snowball, steadily gathering pace as it moves toward 2016 when the Cabinet Office has asked for its adoption by all central government departments and agencies, and gradually increasing in size, as with each stewardship meeting more departments and agencies are in attendance.

I was fortunate enough to receive an invite to the last GSL stewardship meeting through my links with the BSRIA Soft Landings User Group and as a Local Authority representative, and was encouraged to see the enthusiastic approach to soft landings from some of the more engaged departments, they like ourselves see the advantages soft landings could offer (albeit from an FM focussed approach that more considers the ‘In Use’ benefits) and are eager for the evidence of this that case studies and their like could provide. Of course as with most matters concerning Central & indeed Local Government the journey is never straight-forward, and as could probably be expected the speed of soft landings adoption varies greatly both in levels of commitment and of development between each Government department and agency.

So what next for GSL? On Friday 7th November there was a GSL supply chain engagement day, to which all Government departments and agencies were invited and encouraged to extend invites to their design, construction and facilities management partners. Attendees were treated to seminars on what Government Soft Landings actually are, why they should be used and how they should be implemented, as well as what training and ongoing support could be provided.

Soft_Landings_logo-highIt was fairly evident from the nature of the questions from Government department representatives that there remains a lot of work to do to obtain both a participative and consistent approach across all departments, as well as the difficulty in impressing on the supply chain providers that success on a project is not merely about building to budget and programme. As pointed out by one contractors’ representative ‘We know of Soft Landings, but that’s where our knowledge ends’, a better description of what GSL actually is was requested with examples of what ‘success’ actually looks like, and also recognition that there is a clear shift from Capex to Opex in the governments construction expectations. All evidence that there is still much to do to achieve wider engagement in soft landings throughout the industry.

But there remains a high level of commitment to soft landings from the Government as evidenced by this event, and this is likely to soon have an impact on those of us in Local Government. In my own Authority we have been using the principles of soft landings in order to help improve the delivery of our projects in areas that have proved problematic; this has predominantly centred on the handover and defects resolution stages, and also end-user training on their new building. For us the ethos of soft landings has been extremely beneficial, but we have been fortunate enough to get the buy-in from our framework of contractors, again some contractors are more engaged with the practice than others, however with the Governments push for the use of soft landings it should encourage everyone’s participation in the process, and hopefully to the benefit of all involved; commissioner, client and contractor.

As Heathrow and many other international airports start to employ screening procedures in the fight against the spread of Ebola, BSRIA Instrument Solutions General Manager Alan Gilbert discusses how the technology will be used.

Q. What technology will be used at Heathrow?

Heathrow will be using IR (Infrared) spot type thermometers to take skin temperature of people that have been identified as coming from areas affected by the current Ebola outbreak. These thermometers can detect skin temperature at a distance, which in this application means there is no direct contact between passengers being screened and the instrument being used.

Q. A number of international airports are starting to use thermal imaging camera to screen for the Ebola virus, why is that?

Although there is a low risk of catching Ebola by sharing a plane with an infected person Ebola is a particularly virulent virus and nations and airlines are acting responsibly by identifying any infected travellers prior to boarding the plane or entry into a country. The use of thermal imaging cameras is a cost effective unobtrusive means of detection to screening a large volume of travellers.

Q. Why use thermal imaging cameras?

Thermal Imaging cameras are used to identify and measure the amount of heat that any object produces and emits, this includes people. The thermal imaging equipment used is able to identify the temperature of a large number people simultaneously and with processing software they can identify quick any individuals with potentially a higher body temperature.

Q. What will the thermal image show?

It depends on the technology which is being, but in general terms the thermal image will show that an individual has a higher than normal body temperature and further testing and questioning is needed.

Q. Has thermal imaging been used before?

Yes, in the past when we had a SARS outbreak some high tech thermal imaging cameras were used to identify individuals with increased Thermal image crowdtemperature through an individual’s sinus tracts. Cameras were used around the world in this application as a tool to reduce the spread of the disease and to quick spot individuals who may be at risk from infection.

Q. Which technology is better for screening?

Both thermal imaging cameras and IR thermometers are equally appropriate for use in screening as both technologies will identify passengers who are emitting a higher temperature, this will then allow the authorities to identify passengers who need to undergo further medical examinations.

Q. What happens if somebody is stopped as a result of the screening?

There will be a medical team at the airport who will quarantine the individual and undertake a further medical examination, this will involve undertaking a blood test to allow a proper diagnosis to be made.

Q. If you get stopped as a result of the screening does it mean you are suffering from Ebola?

Not necessarily, you could have no more than a common cold or an upset stomach, conversely somebody with Ebola may be in the incubation period of the disease and as a result not show up as being infected as a result of the screening, due to the numbers of people travelling it would not be practicable to undertake full medical examinations on all travellers, so using thermal imaging cameras is considered to be the best method for undertaking mass screening on travellers.

 

 

 

Is construction still a losing game for most women?

Politics is all about attempting to second-guess the mind of the electorate. Although cynics might cast a sceptical eye at the timing of the Cabinet reshuffle, the fact that women are more prominent in politics is a cause for celebration. After all, women make up 52% of Britain’s population, so increasing female ministers to around a quarter of the Cabinet (6 out of 17) is a belated step in the right direction1. But when there are so many talented women, why is it that more of them don’t achieve high office?

Before we cast too may stones, we in the construction industry need to have a good look in the mirror. Women make up just 11% of the workforce and our industry’s lack of progress towards equality is shameful. Aside from the lack of diversity, from a practical perspective, with one in five workers soon to reach retirement the industry needs to increase its skilled workforce. It needs to thus start attracting and retaining talented professionals regardless of gender, age or ethnicity (needless to say, ethnic minorities are also under-represented in construction2).

Women have struggled to get an equal footing in construction, but the representation of women in our industry has waxed and waned in recent history, demonstrating that, left to chance, both government leadership and the fluctuating demands for skilled labour can be persuasive. Perhaps Nicky Morgan, the new Minister for Women and Equalities ought to have something to say about this too.

According to the Office for National Statistics (ONS), the number of women who work as roofers, bricklayers and glaziers is currently so low as to be essentially unmeasurable. It hasn’t always been like this. In the 18th century, women in Britain worked as apprentices “in a host of construction occupations, including as bricklayers, carpenters, joiners and shipwrights”. However, by the early 19th century, with changes in legislation and new divisions of skilled/unskilled labour, women became increasingly excluded. By 1861 trades including that of carpenter, plumber, painter, and mason, were subsequently largely ‘male’3.

The First World War led to a marked increase in women in the building trades through a government agreement with the trade unions which “allowed women into skilled male jobs as long as wages were kept low and they were released at the end of the war”. During the second world war, there was similarly an estimated shortage of 50, 000 building workers, so the National Joint Council for the Building Industry agreed that employers should identify whether any men were available first before a role was filled by a woman (who earned, on average, 40% less their male counterparts—and it’s still not perfect now, with women earning c10% less4). The bias of the apprenticeship systems and trade unions were largely responsible for the fact that women in the building industry declined once more from the 1950’s to ‘70s3.

We’re currently back to the issue of a lack of available skilled labour. The government recognises this, and I welcome the recently announced BIS funding call specifically designed to help women progress as engineers. The funding will support employer-led training to encourage career conversions and progression in the industry. This call is in response to a recent report identifying that “substantially increasing the number of engineers would help the UK economy […] and the potential to significantly increase the stock of engineers by improving the proportion of women working in engineering jobs”5.

Carbon Comfort event 14th March-lowFunding new training opportunities is a great step forward, but to see real change we need industry leaders to be proactive in embedding a more diverse and inclusive work culture. The majority of women aged 25-45 find that attitudes, behaviours and perceptions are the greatest barriers3.

If you feel there is nothing new in the story, then the words ‘ostrich’ and ‘sand’ come to mind. It is about you. It’s about you and how you and your business behave now, not just when we have the time given that the recession is over and it’s a ‘nice to do’.

So, inspirational leadership—and not just policy—will foster a more inclusive and skilled workforce. Look around you. How many women are in senior management roles? What is your office culture really like? Is your organisation progressive or part of the problem? And, most importantly, what are you going to pledge to do about it?
